In a notification signed by Deputy Secretary Md. Mahbubur Rahman, it was stated that some members of the Bangladesh Police leave their workplaces without the permission of the controlling authority during office hours to lobby at the ministry on various issues. This matter has come to the attention of senior authorities, and such actions are causing embarrassment to high-ranking ministry officials, as well as disrupting daily government operations. Consequently, the ministry has decided to discourage such activities.
The notification further highlighted that proposals on certain matters are often sent from Police Headquarters at the last moment, and before appropriate actions can be taken, concerned officers start communicating through various channels, creating complications in decision-making processes.
Additionally, some letters sent from the Police Directorate contain incomplete proposals. In certain cases, direct communication is established with other departments or ministries, bypassing the Home Ministry, which leads to procedural complications as the ministry remains uninformed.
In light of this, the Ministry of Home Affairs has issued the following urgent directives, which must be strictly followed:
**Directives:**
a. No personnel shall leave their workplace without the permission of the controlling authority.
b. Refrain from unnecessary lobbying at the ministry regarding promotions or other matters.
c. Submit complete proposals in a timely manner.
d. For foreign leave, ensure relevant documents are thoroughly verified before submission.
e. For medical-related foreign leave, submit certifications from a specialized medical board and verified medical reports.
f. Follow the ‘Rules of Business’ appropriately for inter-ministerial communication or correspondence.
g. Every officer must log in to their respective JEMS ID to keep information updated.
All concerned parties have been requested to strictly adhere to these directives and take necessary measures to ensure compliance.
