On Friday (August 29, 2025), human rights organization Adhikar presented a set of 10 recommendations, including the disbandment of the Rapid Action Battalion (RAB), to address enforced disappearances and extrajudicial killings. The recommendations were announced by Adhikar’s Senior Researcher Taksim Tahmina during a memorial event honoring victims of enforced disappearances.
The recommendations are as follows:
1. Independent, impartial, and transparent investigations into all cases of enforced disappearances.
2. Formulation of a national strategy and policy to locate missing persons.
3. Withdrawal of false cases against individuals who have returned after disappearance.
4. Issuance of a Certificate of Absence and ensuring compensation for victims.
5. Enactment of a law to protect witnesses and victims.
6. Repeal or amendment of the Anti-Terrorism Act of 2009.
7. Disbandment of RAB.
8. Bringing those responsible for destroying evidence of disappearances to justice.
9. Ensuring swift and fair judicial processes.
10. Implementation of the International Convention for the Protection of All Persons from Enforced Disappearance (ICPPED) and enhancing forensic capabilities.
While new cases of enforced disappearances have ceased, the judicial process remains slow. Adhikar warned that without establishing a democratic state system, the risk of enforced disappearances resurfacing in the future remains.
