The post stated that the interim government has finalized the draft of the July Declaration. It will be presented to the nation on Tuesday, August 5, at 5:00 PM in the presence of all stakeholders of the mass uprising. Further details regarding this will be announced soon.
**July Revolution: Lessons from History**
Earlier, on Friday (August 1) midnight, the interim government’s Information Adviser, Md. Mahfuz Alam, and Adviser to the Ministry of Local Government, Rural Development, and Cooperatives, Asif Mahmud Sajib Bhuiyan, posted updates regarding the July Declaration on their respective verified Facebook accounts.
Adviser Mahfuz Alam wrote, “The July Declaration is now a reality. It will be announced by August 5. Thanks to everyone for keeping the public’s aspirations alive and paving the way for its implementation.”
Similarly, Adviser Asif Mahmud Sajib Bhuiyan wrote on his Facebook account, “The July Declaration is coming…”
Previously, the National Consensus Commission published the draft of the “July National Charter.” An analysis of the draft revealed that it includes seven commitments. If political parties agree to these commitments, the final charter may be signed.
The July Charter’s commitments state that the undersigned pledge to:
1. Ensure the full implementation of the “July National Charter 2025,” formulated through a long, continuous process and adopted by consensus, reflecting the aspirations of the people and achieved through the sacrifices, losses, and struggles of countless individuals.
2. Implement the proposals/recommendations outlined in the “July National Charter 2025” regarding the country’s governance system, including the constitution, judicial system, electoral system, public administration, police system, and anti-corruption measures. This includes necessary amendments, additions, refinements, drafting, and redrafting of the constitution, as well as changes, refinements, or enactment of new laws and regulations as required.
3. Complete the necessary constitutional and legal reforms within two years of the formation of the government through the next national election and ensure the sustainability of these reforms.
4. Guarantee the implementation of the proposals/recommendations outlined in the charter within two years of its adoption.
5. Provide full legal and constitutional protection at every stage of implementing the “July National Charter 2025.”
6. Remain firmly committed to the implementation of the “July National Charter 2025” and its legal and constitutional safeguards.
7. Pledge to give due recognition in the constitution to the historical significance of the 2024 anti-discrimination and democratic movement and mass uprising.
Notably, following the fall of the Awami League government, the Anti-Discrimination Student Movement and the National Citizens Committee announced the publication of the “July Declaration” in response to the student-people’s uprising. On December 29, 2024, the decision to publish the declaration was formally announced. Later, on December 31, a program for the declaration’s release was declared.
During a press conference on that day, Hasnat Abdullah, the convener of the Anti-Discrimination Movement, stated that the declaration aims to render the Awami League irrelevant, akin to the Nazi forces, and to dismantle the 1972 constitution.
Initially, the government was not directly involved in drafting the declaration. However, it later announced its support for the initiative. The drafts of the “July Declaration” and the “July National Charter” were prepared based on proposals from the Reform Commission, opinions from political parties, and discussions by the National Consensus Commission.
