15-Storey Building Design Approved in 17 Minutes on Wetland: Three Arrested

 

The police have arrested three individuals involved in illegally approving building designs by hacking the ECIPS server of the Rajdhani Unnayan Kartripakkha (RAJUK). The arrests were made during a raid in the Motijheel area. On Thursday (June 19, 2025), RAJUK’s Assistant Director Md. Abdullah Al Maruf confirmed the incident.

On May 19, intruders accessed the ECIPS server and approved the design of a 15-storey building with 185 units in just 17 minutes, bypassing regulations for a wetland and height-restricted area. Upon discovering the incident, RAJUK initiated an investigation and found three other building designs in the final stages of approval using the same method. The server was immediately shut down, and a General Diary (GD) was filed at Motijheel Police Station.
The investigation led to an engineer named Rabeya Bari, whose signature was found on the designs, and a computer shop in Motijheel called ‘Nil Naksha.’ On May 22, a mobile court, led by RAJUK’s Executive Magistrate Monir Hossain Hawlader, raided the shop. Evidence was found linking the shop to unauthorized approvals, including proof of RAJUK fees paid using the shop owner Enamul’s credit card and illegal designs stored on the shop’s computers. Although Enamul and an employee named Swapan were implicated, they were not present during the raid.
Following directives from RAJUK Chairman Engineer Md. Riazul Islam, a case was filed on June 6 at Uttara East Police Station under the Cyber Security Ordinance and Penal Code. The case, numbered Uttara East-04(06)25, led to the arrest of Md. Jahangir Alam, owner of ‘Nilabh Nakshaghar,’ along with Sajeed and Mukul, in Motijheel.
RAJUK’s Assistant Director stated that strict measures are being taken in such sensitive cases, and the investigation is ongoing.
