Case Filed Against Former Law Minister’s APS Rashedul for Illegal Wealth Accumulation

The Anti-Corruption Commission (ACC) has filed a case against Md. Rashedul Kawsar Bhuiyan (Jiban), the former Assistant Personal Secretary (APS) to ex-Law Minister Advocate Anisul Huq and former chairman of Kasba Upazila, on charges of amassing illegal wealth worth approximately BDT 2.5 crore. Additionally, a notice has been issued to his wife to submit her wealth statement due to evidence of illegal assets.

On Wednesday (August 20), ACC Deputy Director Md. Aktarul Islam confirmed the matter at the commission’s head office.

According to the case FIR, Rashedul Kawsar served as the APS to the Law Minister from January 22, 2014, to February 12, 2019. After resigning from that position, he was elected chairman of Kasba Upazila Parishad in 2019 without contest. ACC investigations revealed that Rashedul possesses immovable assets worth BDT 2 crore 61 lakh 59 thousand 333 and movable assets worth BDT 52 lakh 58 thousand 526, totaling BDT 3 crore 14 lakh 17 thousand 859 in assets. However, his legitimate income sources account for only BDT 83 lakh 20 thousand 106. Thus, he has been found to have accumulated illegal wealth amounting to BDT 2 crore 30 lakh 97 thousand 753, beyond his known sources of income. The case has been filed under Section 27(1) of the ACC Act, 2004, and Section 5(2) of the Prevention of Corruption Act, 1947.
Furthermore, the ACC has uncovered significant assets and bank transactions in the name of Rashedul’s wife, Lutfun Nahar, either directly or indirectly. To verify whether these funds were invested, transferred, or converted, the ACC has issued a notice under Section 26(1) of the ACC Act, 2004, directing her to submit a wealth statement.
