July Declaration Must Be Constitutionally Recognized: NCP

Dhaka, August 3, 2025: Akhtar Hossain, Member Secretary of the National Citizens Party (NCP), has called for the constitutional recognition and implementation of the July Declaration. He emphasized that the interim government must take responsibility for enacting the reforms outlined in the July Charter. These remarks were made during an NCP rally at the Central Shaheed Minar on Sunday afternoon to announce the manifesto for a new Bangladesh.

Addressing the gathering, Hossain urged the people of Bangladesh to remain vigilant to ensure the implementation of the July Charter and Declaration. He stated, “The martyrs sacrificed their lives to liberate us from years of deprivation, and the injured continue to bear the scars of their sacrifice. We must honor their sacrifices.”

Hossain stressed the vision of a united Bangladesh, saying, “In the new Bangladesh we envision, we do not want divisive politics. Whether Muslim, Hindu, Buddhist, Christian, Bihari, Chakma, or Santal—we do not discriminate among anyone.” He further highlighted the need for fundamental reforms to protect institutions from politicization. “The judiciary must remain independent of any party’s control. Policies formulated in the secretariat must serve the public interest and be presented transparently,” he added. Commenting on the National Consensus Commission, Hossain noted that political parties have united for essential reforms. “We joined the commission with high expectations, and every achievement must be implemented. The people of Bangladesh are waiting for every promise in the July Charter to be fulfilled.” Hossain recalled that last year, the NCP’s convener announced the abolition of the fascist system from the Shaheed Minar. “To uphold that legacy, the NCP is advocating for fundamental reforms in Bangladesh’s state structure. Those in power have not been accountable to the people. We want a system where everyone, from the prime minister to local representatives, is accountable to the public. We no longer want to see one-party dominance or politicization in administration,” he concluded.
