PSC Moves to Resolve BCS Backlog and Modernize Examination System

Dhaka: Bangladesh Public Service Commission (PSC) has announced plans to clear the backlog of four ongoing Bangladesh Civil Service (BCS) examinations within the next one to one-and-a-half years. Simultaneously, efforts are being made to establish a modern framework to expedite result processing.
In a press briefing, PSC Chairman Mobashwer Monem highlighted the commission’s progress, stating that the 44th BCS has completed oral examinations for 5,888 candidates in general and technical/professional cadres, with final results expected by June. The 47th BCS preliminary exam is scheduled for August 8, while the 46th BCS written exams for compulsory subjects will be held from May 8 to May 19, and job-related subjects from late June to July 7.
To enhance candidate convenience, the PSC is reforming the BCS examination process through workshops with stakeholders. Robust security measures have been implemented for question paper preparation and printing, with question setters now working on-site at the PSC.
The PSC has recommended 3,712 candidates for 122 categories of posts across 36 ministries/divisions between late last year and April this year. To ensure transparency and efficiency, the design and evaluation of lithocode forms used in oral exams have been reformed. Future plans include introducing a circular evaluation method, community-based invigilation, and next-generation answer script designs. A thumbprint verification system to identify proxy candidates has also been approved.
Addressing concerns about the 46th BCS preliminary results, PSC member Md. Suzayet Ulla explained that instead of canceling the results due to question leak allegations, an additional 10,000 candidates were declared successful to ensure fairness. The Criminal Investigation Department is investigating the allegations, and strict action will be taken against those found guilty. Canceling the exam would unfairly affect innocent candidates. Final appointments will be based on written and oral exam scores, excluding preliminary marks.
Regarding syllabus changes, PSC member Dr. Md. Nazmul Amin Muzumdar stated that revisions will be implemented from the 49th BCS, with ongoing research into global civil service syllabi.
