Dhaka, May 18, 2025 : The Planning Commission has finalized the Annual Development Programme (ADP) for the fiscal year 2025-26 at BDT 230,000 crore. The revised ADP for the current fiscal year stands at BDT 216,000 crore.
As in previous years, approximately 70% of the development budget has been allocated to the top five sectors, with the transport and communication sector alone receiving 25% of the total allocation.
The development budget was finalized during a meeting of the National Economic Council (NEC) held on Sunday, May 18, at the NEC Conference Room in Sher-e-Bangla Nagar. The draft ADP was approved by Chief Adviser Dr. Muhammad Yunus. Planning Adviser Dr. Wahid Uddin Mahmud confirmed the details to the media following the meeting.
A total of BDT 215,514 crore has been allocated across 1,142 projects under the ADP. Of this, BDT 144,000 crore will be funded from government resources, while BDT 86,000 crore will come from foreign loans. Compared to the original ADP of the current fiscal year, the upcoming fiscal year’s budget is BDT 35,000 crore less, but it is BDT 14,000 crore more than the revised ADP.
Sector-wise Allocation:
The transport and communication sector has received the highest allocation of BDT 58,973 crore (25.64%). The power and energy sector is allocated BDT 32,392 crore (14.08%), education BDT 28,557 crore (12.42%), housing and community facilities BDT 22,776 crore (9.90%), and health BDT 18,148 crore (7.89%). Additionally, local government and rural development has been allocated BDT 13,472 crore, agriculture BDT 10,795 crore, environment and climate change BDT 10,641 crore, and other sectors including industry, ICT, and public services have also received allocations.

Sources indicate that the budget size was reduced to eliminate unnecessary expenditures. Although various ministries and departments had demanded BDT 254,000 crore for the current fiscal year, the final allocation was set at BDT 230,000 crore after adjustments.
