Iran Imposes Death Penalty for Using Starlink and Unauthorized Communication Technologies

Iran has introduced severe penalties, including the death penalty, for using unauthorized communication technologies such as Starlink satellite internet. According to the new law, such usage is considered a crime, with punishments ranging from imprisonment to execution based on the severity of the offense.

Iran’s state news agency, ISNA, reported that the law was approved by the parliament on June 23 and was made public on Saturday, June 29, 2025.

Following a recent 12-day war with Israel, Iran has heightened concerns about foreign influence, espionage networks, and information control. The government believes that unmonitored satellite internet services like Starlink could enable Israeli intelligence to communicate with individuals in Tehran, posing a threat to national security. According to media reports, thousands of Starlink terminals were smuggled into Iran during the war to allow people to stay connected during internet blackouts.
The newly passed law, titled “Law on Increasing Penalties for Espionage, Cooperation with Israel, and Crimes Against National Security and Interests,” classifies cooperation with Israel or other hostile states as “corruption on earth,” which carries the death penalty.
