The Anti-Corruption Commission (ACC) conducted a raid at the Phultala Upazila Health Complex in Khulna based on four specific allegations, confirming the validity of three. The operation, led by ACC Khulna office Assistant Director Rakibul Islam on Wednesday (September 3), involved a three-member team, including Deputy Assistant Directors Shamim Reza and Md. Rubel Hossain.
ACC Assistant Director Rakibul Islam stated that the raid was carried out based on four allegations, three of which were substantiated. The first allegation was that patients were charged Tk 5 for tickets instead of the designated Tk 3, which was confirmed.
Secondly, medicines prescribed by doctors were not provided by the pharmacy. An ACC team member, posing as a patient, visited the pharmacy with a prescription but was only offered common drugs like paracetamol and antacids, despite the availability of others like Napa. This allegation was also verified.
Thirdly, the quality and quantity of food served to inpatients were found to be substandard. The diet, which included Tk 480 worth of rui fish and rice, was of lower quality and quantity than specified.
The fourth allegation concerned doctors’ irregular attendance. Of the 16 doctors, four were on duty. One doctor recorded their fingerprint but did not sign the register, while others who were absent provided valid explanations, citing engagements elsewhere.
Rakibul Islam added that a report would be submitted to the ACC Commission within 48 hours for legal action. The Upazila Health and Family Planning Officer was informed and assured that necessary measures would be taken.
Upazila Health Officer Dr. Jesmin Ara explained that due to a shortage of staff, regular monitoring of patient meals is challenging. Action has been taken against the employee responsible for overcharging tickets, and medicine shortages sometimes prevent fulfilling short-slip prescriptions.
Meanwhile, Md. Selim Sardar, owner of Rakhi Enterprise, the food supplier for patients, claimed that all supplies are provided as per government standards.
